Operations Research Analyst II (OR2) (Data Scientist)

Salary: Up to $120,500, depending on education and experience
Security Requirements: TS/SCI with CI Poly (both active).
Education: Minimum of bachelor’s degree from an accredited college or
university in Data Science (preferred), Operations Research, Computer Science,Cybersecurity, Computer Engineering, or related discipline.


Certifications: None.
Individual Capabilities/Experience Required: Proficiency in using query languages (e.g., SQL, Hive, Pig). Experience with common data science toolkits (e.g., R, Weka, NumPy, MatLab, etc.) Experience with data visualization tools (e.g., D3.js, GGplot, etc.)

Experience (10 Years Required):
• Provides operations research analysis support for intelligence, cyberspace operations, contingency operations, and operational-level planning, joint and multilateral training exercises, and strategic engagement policy.
• Researches and collects information from various sources and analyzes it for better understanding of cyberspace operations assessment frameworks and methodologies.
• Interprets policies, procedures, standards, guidelines, and objectives and applies operations research principles and techniques to compound analytic needs. Applies data-mining techniques, statistical analysis, and builds high-quality prediction systems.
• Identifies issues and priorities affecting assessment of planned or on-going
cyberspace operations.
• Selects features, builds and optimizes classifiers using machine learning techniques.
• Enhances data collection procedures to include information relevant for building analytic systems.
• Analyzes, reports, and develops recommendations on data related to compound operational metrics.
• Assists in identifying and prioritizing requirements for capability development efforts.
• Devises modeling and measuring techniques, and utilizes mathematics, statistical methods, engineering methods, operational mathematics techniques (linear programming, game theory, probability theory, symbolic language, etc.) and other principles and laws of scientific and economic disciplines to investigate complex issues, identify, and solve problems, and aid better decision making.
• Applies and/or develops highly advanced technologies, scientific principles, theories,and concepts to assist organizations in advancing performance and operating more efficiently.
• Develops, maintains, and automates metrics to assess USCYBERCOM operational Measure of Effective and Performance (MOE/MOP)
• Assists in addressing requirements and the evaluation of data assessment strategies: sampling, statistical analysis, evaluation, flow processing, and management assessment strategies.
• Develops concept papers, technical white papers, and related documentation detailing
cyber security practices for implementation throughout DOD.
• Develops cost-benefit analysis, data collection, data analysis, risk analysis,
simulation model execution, economic analysis, and operational effectiveness studies.
• Possesses an in-depth understanding of cyberspace doctrine, policies, operations, and organizations.
• Collaborates with internal and external partners to facilitate cyberspace operations assessment, situational awareness, and information sharing.
• Delivers innovative, flexible, integrated solutions to meet changing business needs.
• Assists in the planning of programs and recommends technological application programs to accomplish long-range objectives.
• Exhibits an intermediate degree of ingenuity, creativity, and resourcefulness during the conduct of research and development and preparation of documents, briefings, and analyses which may include narrative, tabular, and graphic materials.
• Conduct ad-hoc analysis and presents results in a clear, understandable manner.
