The scope of this project shall include the full range of construction security program management, administrative, construction surveillance management (including demobilization and closeout), construction surveillance, access control, temporary security infrastructure and equipment.
Also, includes subject matter expertise on SCIF/SAPF Design, TEMPEST Countermeasure design & construction, construction surveillance, technical surveillance, Temporary Electronic Security System (TESS) design, installation and operation formation under the purview of the ICD 705 as Secure Work Areas (SWA) in lieu of SCIF or SAPF.
Primary Responsibilities
Monitor the activities of all personnel on the SCS at all times
Document the construction activities of all persons on the SCS
Document all security incidents that occur on the SCS
IAW the CSP, perform in-depth inspections of construction materials, tools, and equipment prior to and after their use/installation ensuing all items are free of tampering and identifying all anomalies
Material inspections will include use of specialized equipment including the Non-Linear Junction Detector, Spectrum Analyzer, and Portable X-Ray machine
Contractor must provide personnel trained in the use of TSCM equipment to effectively utilize such equipment during material inspections
All materials inspections will be done at the direction of the SSM
Identify anomalies and variances in finished construction work against the official project construction plans
Perform close-in/seal-in inspections in accordance with the CSP, SSM, and SSC direction
Perform access control functions, including personnel and bag searches, preventing the entry of unauthorized persons, materials, and equipment
Carry out opening and closing procedures of the SCS each day as directed by the SSM
Operations may include 24/7/365 operations
Experience and Qualifications Requirements
Active, TS/SCI security clearance
Must have a minimum of five (5) years of construction experience or equivalent experience such as Security experience. Security experience must be a minimum of two (2) years of construction experience directly related to SCIF construction or physical security
Knowledgeable of and demonstrates ability to apply sixteen (16) standard division of construction
Must hold a valid certificate for the successful completion of a forty (40) Hour or greater CST Training Course
Must be able to perform the following physical activity for expensive periods of time. Physical activity includes:

Bend
Walk
Kneel
Other related physical activities
Knowledgeable of and demonstrates ability to apply Intelligence Community (IC) and Department of Defense (DoD) classification guidelines and procedures ICD/ICS-705
Have experience working within the construction trades (electrician, plumber, carpenter, etc.).
Additional Requirements
All contractor personnel are required to wear a company uniform. Company uniforms shall be distinct, company standard with a company logo, person's nametag, flashlight and radios.
All contractor personnel shall have Personal Protection Equipment (PPE) associated with construction projects, complete safety training/briefing as required by general contractor on site who is responsible for enforcing safety regulations for the project. PPE to include but not limited to properly worn hard hat, safety vest, safety glasses, footwear, and outerwear as appropriate for anticipated weather condition.
Access to DIA SCI networks requires the successful completion of a CI Polygraph.
All contractor personnel performing work under BPA/SOW must comply with all applicable Federal, DoD, and DIA directives, instructions and standard operating procedures while providing contract support to DIA, including accessing and handling government information as part of this contract. DoD, ICD and DIA Directives, Instructions and Publications as referenced in the DD-254 and Security Addendum.
